CALL FOR APPLICATIONS: TRAINER ON EU LEVEL ADVOCACY

Terms of reference for the conduct of a training on the EU level advocacy to be held in Georgia between 22 and 24 August 2018.

Background

One of the leading CSOs in Georgia, International Society for Fair Elections and Democracy (ISFED) is an independent, member-based, non-partisan, non-for-profit, non-governmental organization. Since 1995, ISFED carries out a mission to support democratic development in Georgia and beyond through ensuring transparent electoral processes, government oversight and citizen engagement in decision-making. Strategic areas of ISFED’s work include election monitoring and strengthening confidence in electoral processes; supporting democratic reforms and Georgia’s European integration; increasing transparency and accountability of local government; promotion of democratic values and civic education.

As part of its cross-border cooperation with a network of partner election observation organizations, ISFED is organizing an Election Observation Summer Camp in Kvareli, Georgia during August 20-24, 2018. The camp will host around 60 participants coming from citizen election observer organizations of Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine. The participants will undergo training sessions and attend number of workshops based on their chosen training track. Advocacy is one of the training tracks. Based on the needs assessment, advocacy with the EU institutions has been identified as one of the priority areas for the participants.

Scope of Work

ISFED aims to recruit an expert (or a team of experts) to deliver a training on the EU Level Advocacy for civil society organizations during August 22-24.

The expert or a team of experts should help the participants to identify main challenges and opportunities in the field of EU level advocacy, give an overview of the relevant international structures and actors, define the communication formats, address the particular needs of citizen observers NGOs and ensure an in-depth exchange of relevant experience, including among the participants.

The training will last for 3 days and include 5 training sessions of 2 hours each (net training time excluding breaks). The organizers will cover all the travel and accommodation costs.

Applications

Ideal applicants will have a track record of designing and conducting trainings, relevant experience in the field of international advocacy, understanding of political processes in the Eastern Partnership region, be fluent in English (and/or Russian) language. A good understanding of election monitoring NGOs will be an asset.

- The list of foreseen topics;

- Brief outline of the training module and methodology;

- Expected net honorarium;

- Overview of previous experience of conducting similar trainings;

- Indication of preferable language of instruction (either English or Russian).

Applicants must indicate “Training on EU Level Advocacy” in the subject field.

Selection will be based on the best thematic offer, methodology and the cost-performance ratio.
