Call for expert(s) on political party and campaign financing in the EU

The European Platform for Democratic Elections (EPDE) seeks an international expert or expert team to conduct research and publish a comparative study on EU-wide as well as national regulations concerning political party and campaign financing across the European Union. The focus of this research will be to analyze existing legislation and legislative gaps on both the EU-level and national level of several EU-member states pertaining to the fundraising and spending of political parties and electoral campaigns; recommendations for legal or procedural reforms issued by international institutions (GRECO, Venice Commission, OSCE ODIHR) and civil society organizations (both international or national CSOs).

The task of the expert(s) includes

  • to conduct research on existing legislation, reform recommendations, and other relevant materials concerning political party and campaign financing in the EU (EU- and national-level; EU-member states to be analyzed must include Germany, Hungary, Lithuania, Poland, Romania, Slovakia, Sweden + other countries can be added upon consultation with the EPDE);
  • to draft a comprehensive and comparative study of maximum 20 pages (A4 typed) in English;
  • to present the study during a conference with international stakeholders;
  • to coordinate and consult with the EPDE secretariat and its project partners representing the above listed countries.

Requirements

  • proven expertise in political affairs in Europe with a focus on elections and in political campaigns and party financing;
  • good knowledge of European citizen election observation networks and their methodologies;
  • experience in international election monitoring;
  • fluent English, good command of other EU-member state languages.

This position is to be filled for an immediate start and initial duration is foreseen until the end of the year with the possibility of an extension. This is a remote work-from-home position. The conditions for this position shall be regulated by a service contract.

EPDE also is a member of the Global Network of Domestic Election Monitors (GNDEM).
