Presidential election campaign - misuse of administrative resources and campaign financing

The Civil Network OPORA has published its second election observation report on the Presidential election campaign in Ukraine, which is taking place on 31 March 2019.

The misuse of administrative resources and transparency of campaign financing were two major challenges in February. This is in particular a problem concerning the presidential candidate Petro Poroshenko, as there are issues with establishing a clear distinction between his official duties and campaigning activities.

OPORA has not noticed specific incidents related to voter bribery, but calls on authorities to promptly investigated accusations of vote-buying incidents or possible schemes by certain candidates.

This report also includes findings regarding the establishment of district election commissions, which OPORA finds to have been conducted in a transparent way and according to the central election commission’s legal requirements.
